## Abstract

This action amends the regulations governing takeoff and landing slots and slot allocation procedures at certain High Density Traffic Airports. As a result of the ``Open Transborder'' Agreement between the Government of the United States and Government of Canada, this rule codifies the provisions of the bilateral agreement and ensures consistency between FAA regulations governing slots and the bilateral agreement.
