## Abstract

These final regulations change our rules to reflect an amendment to the Social Security Act (the Act) made by Public Law (Pub. L.) 104-193, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The amendment prohibits payment of SSI benefits to certain fugitives and probation and parole violators.
