## Abstract

This document amends the Rules of Practice of the Board of Veterans' Appeals (Board) by establishing safeguards in the case of "disinterested third-parties" who pay a veteran's attorney fees and by simplifying certain notice procedures. We have carefully considered the comments submitted in response to our notice of proposed rulemaking (NPRM), and have decided to adopt the amendments we proposed concerning those two matters, but not to adopt the provisions relating to payment of attorney fees from past-due benefits.
