This rule makes final two interim rules previously published by HUD which amended HUD regulations governing allocation of budget authority for housing assistance. The previous interim rules added two subcategories of budget authority for uses that the Secretary determines are incapable of geographic allocation by formula, and increased the amount of funding available under the Headquarters Reserve. In addition, this final rule also adds two technical amendments to HUD's regulations governing the allocation of budget authority for housing assistance.
