## Abstract

The Secretary amends the regulations governing the Client Assistance Program (CAP) to implement changes to the Rehabilitation Act of 1973 (Act) made by the Rehabilitation Act Amendments of 1992 (1992 Amendments), enacted on October 29, 1992, and the Rehabilitation Act Amendments of 1993 (1993 Amendments), enacted on August 11, 1993.
