Abstract

The Secretary revises the regulations governing the Strengthening Institutions Program published in the Federal Register on August 15, 1994 (59 FR 41914) to conform them to statutory provisions that authorize grants to Hispanic-serving Institutions (HSIs). The regulations make technical changes in the existing regulations to incorporate the statutory amendments.
