## Abstract

This final rule establishes the requirements and procedures for awarding and administering special purpose grants under Title I of the Housing and Community Development Act of 1974, as amended by the Housing and Community Development Act of 1992, to institutions of higher education or to States and units of general local government and institutions of higher education jointly submitting applications to HUD. Institutions of higher education must demonstrate that they have the capacity to carry out eligible activities.
