This rule makes final two rules, one interim and one proposed, which amended the existing environmental regulations in 24 CFR part 58, governing entities that assume HUD responsibilities, by making the environmental review procedures consistent under the various programs to which these regulations apply. This final rule takes into consideration the public comments received on both rules, and also makes streamlining and editorial changes to the existing environmental regulations governing entities that assume HUD responsibilities.
