## Abstract

This interim rule amends the Department's regulations implementing its property improvement and manufactured home loan insurance programs under title I, section 2 of the National Housing Act. This interim rule amends the regulations to codify program changes that were previously effectuated by waiving various requirements of the regulations, under the Secretary's general waiver authority. The interim rule also makes other changes that are needed to clarify program requirements, to enable the Department to better use the Title I programs in accomplishing its mission, and to eliminate unnecessary regulations.
