The Secretary adopts these regulations and adds a new Part 535 for the Bilingual Education: Graduate Fellowship Program, which is authorized by section 7145 of the Elementary and Secondary Education Act of 1965 (the Act), as amended by the Improving America's Schools Act of 1994. The Bilingual Education: Graduate Fellowship Program replaces the existing Bilingual Education Fellowship Program (34 CFR Part 562) and expands the program to include post-doctoral fellowships.
