## Abstract

This final rule amends the Department's regulations for the Community Development Block Grant (CDBG) Program for Small Cities and Insular Areas. This rule will streamline the reporting requirements for Insular Area grant recipients and will clarify the requirements for Small Cities grantees in Hawaii to amend their programs with regard to grants received prior to Fiscal Year 1995.
