## Abstract

On November 6, 1995 (60 FR 56104), HUD published for public comment a rule proposing to revise HUD's regulations governing the Community Development Work Study Program (CDWSP). Under the CDWSP, HUD awards grants to institutions of higher education, either directly or through areawide planning organizations (APOS), or States, for the purpose of providing assistance to economically disadvantaged and minority full-time students who participate in a community development work-study program. The November 6, 1995 rule proposed to make several revisions to the CDWSP so that it would more effectively and efficiently meet its program objectives. This rule finalizes the policies and procedures of the November 6, 1995 proposed rule and considers the public comments submitted on the proposed rule.
