## Abstract

This final rule sets forth regulations to implement the HOME Investment Partnerships Program (the HOME program). The HOME program provides grants to States, units of general local government, consortia, and insular areas to implement local housing strategies designed to increase homeownership and affordable housing opportunities for low- and very low-income Americans.
