## Abstract

This final rule amends HUD's regulations for the allocation of budget authority for housing assistance. In an effort to comply with the President's regulatory reform initiatives, this rule streamlines the regulations by eliminating provisions that are redundant of statutes or are otherwise unnecessary, making them clearer and more concise. In addition, this rule revises the regulations to reflect organizational initiatives within Headquarters, as well as the Department's reinvention of the field office structure in Fiscal Year 1994, which eliminated the regional office management layer and delegated the authority to the State and Area offices.
