## Abstract

This interim rule implements an important new component of public housing and tenant-based assistance operations--the public housing agency plans. Through these plans--a 5-year plan and an annual plan--a public housing agency (PHA) will advise HUD, its residents and members of the public of the PHA's mission for serving the needs of low-income and very low-income families, and the PHA's strategy for addressing those needs. The public housing agency plans constitute one of several public housing reforms made by the Quality Housing and Work Responsibility Act of 1998. This rule establishes initial procedures and requirements for development, submission and implementation of the plans.
