Section 6(e) of TSCA, 15 U.S.C. ��2605, and the regulations found at
40 C.F.R. ��761.30(a)(1)(viii) provide that as of December 1, 1985, combustible materials must not be stored within a Polychlorinated Biphenyl (PCB) Transformer enclosure, within 5 meters of a transformer enclosure, or in unenclosed, within 5 meters of a PCB Transformer. In #4 Precipitator Control Room, Signal Mountain Cement Company had a PCB Transformer, serial number G853805, containing 150 gallons of PCB fluid, (886 kilograms), KVA 500, in use, with combustible materials, consisting of a bucket on a wooden plank, two large wooden spools, being stored within 5 meters of this PCB Transformer, violating 40 C.F.R. ��761.30(a)(1)(viii).
