Harlan Bakeries failed to immediately report to the NRC a release of approximately 400 pounds of ammonia which occurred at their facility on 7/20/1998, and failed to immediately report to the NRC, SERC, and LEPC a release of approximately 400 pounds of ammonia which occurred on 10/5/1998. In additon, Harlan failed to timely submit a written follow up report to the SERC and LEPC after the 10/5/1998 release.
