NMED/SWQB September 8, 2003, inspection found Otero Contracting, LLC, engaged in construction activities associated with the development of Sandia Vista Center in NM, and non compliant with the federal NPDES storm water regulatory program. EPA plans to initate enforcement action for the non compliance.
