Respondent is the county hospital district the is constructing a new hospital. Respondent failed to have NPDES storm water construction permit coverage for the entire time they were an operator involved in earth disturbing activities. An inspection of March 7, 2004, identified implementation problems with their erosion controls and Best Management Practices. The Respondent failed to have all the necessary paperwork required of a storm water pollution prevention plan as set forth in the permit.
