Fed Ex Ground Package Systems, Inc., is a commercial interest identified as an operator in accordance with the Texas Construction General Permit (TCGP). During an inspection on February 4, 2004, it was determined that site inspections were not being conducted and documented in accordance with the permit, and there was no Storm Water Pollution Prevention Plan (SWPPP) available for review. The Respondent was offered and accepted the Expedited Settlement Offer and is settling with EPA through that program.
