CAFO issued 9/8/2004, assessing a penalty of $2,000. Respondent shall pay four (4) installments. The first installment of $500 shall be submitted no later than 30 days after the receipt of the fully execuated Consent Agreement. The last payment is due by July 8, 2005. Respondent failed to actively participate in the Green Yards program. The FDEP began a pilot program entitled Green Yards, to reduce mismanagement of wastes at salvage yards. Respondent discharged storm water associated with industrial activity without coverage under an appropriate NPDES permit.
