This is an Administrative Compliance Order pursuant to the Clean Water Act issued to Yuba City. The violation involves the failure to fully implement the pretreatment program which regulates the contributions of pollutants from non-domestic sources into the sewers. The Order directs Yuba City to revise its local limits, reissue its industrial user permits, complete a survey of the non-domestic sources in Yuba City, and representatively sample the industrial users. The AO also requires additional influent and effluent monitoring of the wastewater treatment plant.
