Summary

This referral addresses violations at 2 facilities owned by Questar Gas Management Company; Red Wash 24B Gas Plant and the Wonsits Valley Compressor Station. The violations at the Wonsits Valley Compressor Station facility relate to Questar's failure to comply with NESHAPS from Oil and Gas Production Facilities. The violations at the Red Wash 24B Gas Plant relate to Questar's failure to comply with Standards of Performance for Equipment Leaks of VOC From Onshore Natural Gas Processing Plants. This settlement with QEP Field Services (QEPFS) resolves alleged violations of the CAA at five compressor stations on the Uintah and Ouray Reservation in Utah. Four members of the Ute Indian Tribe of the Uintah and Ouray Reservation have intervened as plaintiffs. QEPFS violated: the NESHAP Oil and Natural Gas Production Facilities, Subpart HH; the NESHAP for Stationary Reciprocating Internal Combustion Engines, Subpart ZZZZ; the New Source Review/Prevention of Significant Deterioration (PSD) requirements; and the federal operating permit requirements under Title V of the CAA. The trust will fund air pollution-related environmental projects on the Uintah and Ouray Reservation, including projects to reduce air emissions on the Reservation, mitigate the impacts of air pollution on tribal members, screen for air pollution-related health impacts among tribal members, and educate tribal members about the impacts of air pollution on public health and the environment.
