Summary

This is an Administrative Penalty action pursuant to EPCRA and CERCLA issued to the Alameda County Flood Control & Water Conservation District (Zone 7) for release reporting violations at the Del Valle Water Treatment Plant in Livermore, California. The water treatment facility released about 39 pounds of chlorine in September 2003 without immediately reporting the chemical release to the appropriate authorities. The release happened during the transfer of sodium hypochlorite from a delivery truck to a bulk storage tank of ferric chloride at the facility. The CA/FO initiates and resolves the claims and provides for payment of a $10,912 penalty and performance of a SEP, consisting of donation of $35,376 worth of emergency response equipment to the Alameda County Fire Department.
