Respondent owns and operates the Golden Acres wastewater treatment plant in Pasadena, Texas. From February 2001 until April 2002, Respondent had effluent violations of their NPDES discharge permit (47614 lbs TSS, 714 lbs short on TRC, 4785 lbs NH3N, 654 lbs short on DO) and had unauthorized sanitary sewer overflows (13079 lbs). Respondent was Ordered to fix these violations under Docket No. CWA-06-2003-1779, and this Complaint alleges the same violations and seeks to resolve them with a penalty.
