Summary

Highfill Oil, Inc. CWA-06-2005-1925 OKU000533 VIOLATIONS: The Respondent's oil field facility was a point source discharge of pollutants, specifically brine, to the receiving waters of a tributary of Plumb Creek, located in the Southeast Quarter of Section 4, Township 24 North, Range 17 East, Rogers County, Oklahoma. A January 26, 2005 EPA inspection documented the discharge of brine from the facility's tank battery to the tributary. RELIEF: The Order specifies that the Respondent should immediately cease the discharge of pollutants from the facility and take preventative measures to cease all discharges from the facility. Additionally, the Order requires the Respondent to: (1) Repair or replace a section of a flowline; (2) Construct secondary containment at the facility; (3) install an automatically activated sump pump; and (4) neutralize brine impacted areas surrounding and down gradient of the facility. A follow-up inspection scheduled 30 days after the effective date of the Order will determine the extent of compliance with the Order. Technical Contact: Casey Luckett Snyder 5-7393.
