The Mayaguez Sludge Composting Facility failed to comply with the pathogen density limits for fecal coliform and Salmonella and failed to comply with the analysis holding time requirements for fecal coliform and salmonella. In addition, Mayaguez failed to comply with the Class A pathogen and vector attraction reduction requirements in 2 piles. This Order requested information to make determination of the Facility's compliance with the 40 CFR Part 503.
