This Combined Complaint and Consent Agreement and Final Order is issued to Machii-Ross Petroleum Company for the unauthorized discharge of 210 gallons of crude oil into a storm sewer inlet and detention area and for failure to prepare and implement a Spill Prevention Control and Countermeasures (SPCC) Plan for its Rocky Mountain Fuel 22-32 Tank Battery facility.
