U.S. EPA reached a settlement with the City and County of Honolulu to resolve air violations at its closed Kapaa Landfill in Kailua, Oahu. The City had failed to install and operate a gas collection/control system by 2002 as required. Under the settlement, the City agrees a penalty of $875,000 and will install a solar power system as a Supplemental Environmental Project, valued at $16.1 million. This environmental project involves the installation of photovoltaic arrays on more than 250,000 square feet of buildings and open space area at the city's waste-to-energy H-POWER facility in Campbell Industrial Park by 2020. The new solar panels will have a capacity of 3.1 megawatts and will generate over 5.0 million kilowatt-hours of electricity per year, enough to power 800 Oahu households on average.
