This Combined Complaint and Consent Agreement is issued to Machii-Ross Petroleum Company for the unlawful discharge of approximately 2940 gallons of crude oil into an unnamed stream and the St. Vrain River and failure to prepare and implement a Spill Prevention Control and Countermeasures (SPCC) Plan for its Berger Tank Battery facility.
