The Puerto Rico Aquueduct and Sewer Authority's (PRASA) Puerto Nuevo Regional Wastewater Treatment Plant has a wastewater collection system that covers three wards (Rio Piedras, Santurce and Hato Rey) within the municipalty of San Juan. The Santurce sewage collection system is a combined system that have at least seven (7) combined sewer outfalls (CSOs). These CSOs are actively discharging on dry and wet weather to the San Juan Bay, Condado Lagoon, Martin Peña Channel and the Atlantic Ocean, all Waters of the United States. EPA is requesting PRASA the cease and desist of the dry weather sanitary sewer overflows and the submittal of a NPDES permit for each CSO outfall, among other reliefs related to operation and maintenance of the Santurce Sanitary Sewer System. The annual sanitary discharges into water of the United States are estimated in 500 Million Gallons per Year.
