Respondent operates oil & gas facilities in the Outer Continental Shelf of the Gulf of Mexico. Respondent is subject to regulations of the Clean Water Act (CWA) and National Pollutant Discharge Elimination System (NPDES). Respondent failed to comply with the NPDES Offshore General Permit.
