On March 1, 2012 the US District Court for the Central District of California signed a Consent Decree ordering Thomas Staben to pay a civil penalty of $225,000; remove the unauthorized fill material and restore approximately 4 acres of waters of the United States and monitor for five years; and contribute $150,000 to an in-lieu fee mitigation program designed to restore and enhance a tributary in the Ventura River watershed.
