Municipality failed to file a NOI and submit Storm Water Management Program to obtain coverage under the NPDES Municipal Separate Storm Sewer General Permit for PR. This is calculated by using the Implementation Cost Estimate Report of the Municipality of Canóvanas, where the consultant charged one thousand six hundred fifty dollars ($1,650) for the Notice of Intent (NOI) and twenty five thousand dollars (25,000) for the Storm Water Management Program (SWMP). The cost of the NOI and SWMP was divided by the number of household units in the municipality of Canóvanas, which was fifteen thousand seventy one (15,071) households. Then multiplied by the Municipality's owned household amount.
