The administrative complaint alleges that Cytec violated Subpart OOO of the National Emission Standard for Hazardous Air Pollutants (Amino/Phenolic Resins), New Source Performance Standard Subpart Kb relating to liquid storage vessels, and sections of CytecÂs Title V Operating Permit.
