This is an administrative penalty action pursuant to Section 304 of EPCRA, Section 103 of CERCLA, and Section 112(r)(7) of the CAA issued to Granite Capital, LLC. The violations involve a release of ammonia on August 23-24, 2007, and the Respondent's failure to immediately report the release to the NRC, the LEPC, and the SERC, as well as failure to submit MSDS information to required local agencies, and failure to prepare and submit a Risk Management Plan as required under Section 112(r)(7) of the CAA.
