Rock was placed below the OHWM about 15 feet out from the bank. Then dirt was placed between the bank and the rock below the OHWM for an estimated length of 3,000 feet. The work was done by Mr. John Shaw (only defendant) and/or his employees. The order requires submittal of a restoration plan that describes how Mr. Shaw will restore the banks to a stable condition.
