The Order requires the Androscoggin Valley Regional Refuse Disposal District (District) to submit a comprehensive engineering report (Report) to EPA and to the NH Department of Environmental Services by June 1, 2009. The Report must detail the specific tasks that the District intends to undertake, including the task start and completion dates, to ensure that compliance with the NPDES Permit is attained and maintained as soon as practicable. The Report shall also include a short-term plan and a long-term plan for obtaining the flow-proportioned, 24-hour composite samples and continuous pH recording of Outfall No. 016 discharges that the NPDES Permit requires. The Order includes interim effluent limits for specific parameters.
