PRASA has discharged raw sewage into Waters of the United States from their Montecarlo Development Sewage Collection System and Northeast Trunk Sewer along State Road #6671. PRASA also failed to submit the correspondent Bypass (24-hour and 5-days) Notification Reports as required by the Vega Baja Wastewater Treatment Plant NPDES permit. The administrative compliance order requires PRASA to submit a compliance plan in order to stop the discharges of sewage into waters of the United States.
