Blount Inc. failed to file Form R for lead, nickel, nitrate compounds and sodium nitrate for reporting years 2003 through 2007. Facility submitted documetnation addressing the 9 criteria of the Audit Policy which qualified them for a waiver of gravity-based penalties for the EPCRA 313 violations.
