Issuance of an Administrative Penalty Order. Respondent is an offshore oil and gas extraction operator in the western portion of the Gulf of Mexico. Respondent has an NPDES Offshore General permit for it's discharges. EPA performed a DMR review of Respondent's file and found effluent and paperwork violations.
