The owner or operator of a stationary source shall revise and update the RMP submitted at least once every 5 years from the date of
the initial submission or more recent update by paragraphs (b)(2)through (b)(7) of 40 CFR 68.190, whichever is later. Stemilt Growers' Old Station Plant last RMP was submitted on 6/25/99 and did not update and resubmit its RMP by the 6/21/2004 deadline.
