Violations: 1. The Permittee failed to inspect areas of new development and significant redevelopment for post-construction controls, and did not do enforcement for non-compliance as stated in their Storm Water Management Plan (SWMP). 2. The Permittee failed to conduct regular storm water inspections of industrial facilities located within the City's MS4 as stated in their SWMP, and no enforcement actions have been issued. 3. The Permittee failed to adequately identify the universe of construction in their jurisdiction, to adequately inspect the construction sites, and to implement enforcement against non-compliant sites as stated in their SWMP.
