This referral is for a civil action against Frontier Refining as part of the EPA's National Petroleum Refinery Initiative which addresses the 4 most significant Clean Air compliance and enforcement concerns for refineries. They are: Prevention of Significant Deterioration/New Source Review; New Source Performance Standards; Leak Detection and Repair; and, Benzene National Emissions Standards.
