HIBERNIA NATIONAL BANK (TXR15AT37): A storm water compliance inspection was conducted by EPA at the commercial construction site of the Hibernia National Bank in Irving, TX, on January 12, 2006. It was determined during the inspection that Hibernia National Bank met both definitions of operator and was the sole operator for this site with Hutcherson Construction, Inc., as the building contractor. Deficiencies noted were no construction site notice posting and a Storm Water Pollution Prevention Plan lacking many of the elements required by the Construction General Permit. An administrative order has been drafted to address the alleged deficiencies.
