Summary

An Administrative Consent Order is being issued to University of Cincinnati, Cincinnati, Ohio, for exceedances of opacity, NOx, and CO emissions from boiler B108, and natural gas fired turbines P003 and P004. Specifically, on September 6, 2006, EPA issued to University of Cincinnati a notice and finding of violation alleging that it violated the Ohio SIP by allowing excess emissions of opacity, NOx, and CO. University of Cincinnati has since received a modification to its Permit to Install (PTI) to address excess emissions during startup and shutdown, as well as installed a dual span CEMs monitor. EPA confirmed that the modification did not trigger PSD levels for any of the pollutants. University of Cincinnati has also submitted notification that P003 and P004 would be shut down beginning January 12, 2008, for an indefinite period of time. The Administrative Consent Order requires University of Cincinnati to provide copies of Title V reporting requirements to U.S. EPA for a one year period.
