The Arthur Kill Railroad Lift Bridge spans between Elizabeth, New Jersey and Staten Island, New York. A PCB transformer at the location was not registered by the regulatory deadline and is therefore unauthorized for continued use. In addition, a leak from the PCB transformer represents disposal of PCBs in a manner not authorized by the regualtions. Settlement includes removal of the PCB transformer as a Supplemental Environmental Project, and payment of $24,275 penalty.
