This Administrative Complaint and Notice of Opportunity for Hearing is issued to Avista Utilities for failure to prepare and implement a Spill prevention Control and Countermeasure (SPCC) Plan for the facility and for unlawfully discharging oil contqaining PCBs into the Clark Fork River.
