This Administrative Order was issued because the NPDES permit expired while storm water runoff and process-related wastewaters continues to discharge through two oil water separators to a storm culvert outfall to the harbor. The Administrative Order also was issued because some sampling conducted while the NPDES permit was in effect violated permit effluent limits for copper, zinc, and oil and grease. The Administrative Order requires ASPA Satala Power Plant to off-haul all process-related wastewaters to the ASPA Tafuna Power Plant oily wastewater treatment unit for disposal. This Administrative Order also requires self-monitoring at both oil water separators and at the storm culvert outfall to the harbor until ASPA receives a reissued NPDES permit.
