On April 14, 2011, Region I filed a consent agreement and final order resolving violations of EPCRA at Cascades Boxboard, a paperboard producing facility located in Sprague, Connecticut. The company failed to file a Tier II chemical inventory form for sulfuric acid, to submit EPCRA Section 313 chemical release forms (Form Rs), and to submit the required Form Rs for chlorine dioxide and nitrate compounds. Cascades Boxboard has agreed to pay a penalty of $78,000 and to spend $40,000 in completing a supplemental environmental project to resolve the violations.
